Authority
Authorized by – Statute. The Stille-Derossett-Hale Single State Construction Code Act and its subsequent amendments cover building codes in the State of Michigan. Section 125.1504(3)(f) enforces an energy code, and Section 125.1504(3)(g) requires that code be reviewed periodically to seek more cost-effective efficiency.
Oversight – Code oversight in Michigan is by the Bureau of Construction Codes, in the Department of Licensing and Regulatory Affairs (LARA).
Code Change Process – Regulatory. The Bureau of Construction Codes reviews and revises the MUEC.
Code Change Cycle - Every three years for commercial and at least every six years for residential buildings, concurrent with updates to the model energy code.
Compliance
Enforcement – Local jurisdictions are required to enforce the energy code. The Bureau of Code Construction interprets the rules and enforces in jurisdictions where they have authority.
Implementation/Compliance Studies – DTE Energy and Consumers Energy funded a residential energy code field study based on the Department of Energy (DOE) Field Study Methodology. Results from the 2015 Michigan baseline field study are forthcoming.
